What a cute skirt (AND tutorial)!
I think the little miss needs a Pinwheel Skirt! Grosgrain (a blog that I follow) posted the link on her blog for this adorable skirt tutorial on Ucreate. I checked out the creator's blog too and there's some really cute stuff on Elle Apparel.
